Climate Change Policy and Finance Specialist
Jessica Omukuti

Jessica Omukuti is a Research Fellow on Inclusive Net Zero at the Oxford Net Zero Initiative, based at the Institute of Science Innovation and Society (InSIS). Her research examines how the net zero concept promotes equity and justice in climate action across emerging economies and developing countries. She serves on the Advisory Board of Carbon Gap, a Brussels-based think tank focused on carbon removal policy in Europe. Previously, she was a Research Associate at the University of York, studying climate finance for adaptation. She has also worked at the Green Climate Fund and NGOs such as Mercy Corps and CARE International, leading development and resilience programs in sub-Saharan Africa. Jessica holds a PhD in climate justice and finance from the University of Reading, an MSc from Sussex, and a BSc in Meteorology from the University of Nairobi.
